Can find "Hidden Paragraophs" in LO 5.4.6 but not in 6.1.0.0. I assume, that
this is intended, because the whole structure of the menu has changed. So I
would say it's NOTASBUG. But let's ask design team.

You can add the entry via options => Customize => Menus
