Good catch, this has actually been set to "To Character" on master since,
because of the very annoying bug 87719. The commit should be backported to 6.4,
because it was introduced after branching 6.4.

The relevant commits are:
- changing from "To Paragraph" to "As Character"

I'd imagine the reason for that is that changing the default equals to flicking
a switch, while introducing an option for it is more work.
