As discussed in bug 122799 about removing the option for different icon sizes
I'm against making the user-defined Notebookbars customizable. It's up to the
developer/designer to create a certain look and feel. Notebookbars are not a
replacement for toolbars (that still should have all features).

In a broader scope I would also refuse any customization and extensions
(despite going along with a special layout).
