No, you didn't understand what he is asking for.  He wants the table to be able
to flow across the page boundary, but he wants the option to require SPECIFIC
rows to stick together - just like specific paragraphs can be made to stick
together.

My answer would be to just split the table into two, and then prevent each
table from splitting. I assume that his suggestion requires a modification of
the ODF specs. I can't see this being a much in demand feature.

I suspect that MSWord supports something like this, using the keep-with-next
paragraph attribute on the first cell paragraph in the row.
