I also hate such windows. The vast majority of users who don't install the
software themselves would not be interested in these details. The information
is easy to find via a web search for those who want to know, although I would
not be opposed to a Help - What's new link.

The important place for this information to be easily found is on the download
page (which it is - LibreOffice 6.2.3 release notes for the current example).
