Very strange behaviour:

1. Open a new document
2. Enter some empty paragraphs
3. Mark paragraphs => Button "Toggle Numbered List"
4. Add some empty paragraphs below the previous paragraphs
5. Mark new paragraphs
6. Open context menu => Bullet and Numbering => Number List
7. Result: New List
8. Add some empty paragraphs below the previous paragraphs
5. Mark new paragraphs
6. Open context menu => Bullet and Numbering => Number List
7. Result: Previous list continues

Actual result:
Same button brings different results

Expected behaviour:
Shouldn't happen
