So a way of phase out 'to page anchoring' and 'drop' maintaining. At some point
even converting 'to page' to different solutions.. The 'conversion code' is
already present for DOCX/DOC.

But needs a time path and developer opinion and depending on the feedback -
angry mob complains - from the user base if they are missing 'to page
anchoring' in context menu/ toolbars etc..
