PITA is not an actionable bug report. Better report a use case like "I want to
have a background for the paragraph" (use Paragraph, whether direct formatting
or style, > Area) or "I want to have a background on a part of the page" (use a
section or a text box) allow us to reply.

It is, once you load the dialog again. The issue has been reported in bug
125969.

Don't understand this but it has likely also a duplicate. Please check the meta
ticket bug 113224.
Resolving this ticket as NAB (you can apply the image to the page/paragraph
background). Please reopen if the mentioned duplicates don't cover all topics.
