Can not confirm.  

Customizations applied to unlocked toolbars (checked Standard and
Formatting)--setting 'Visible buttons', or placing additional controls with
Tools -> Customize dialog--are all retained moving between MUFFIN NB modes and
Standard TB, or hybrid Contextual Single modes.

Regardless, see no real requirement to restructure the UI picker.
