1.4+1.4+1.4 = 4.2 ~ 4 = 1+1+1 = 3
1.6+1.6+1.6 = 4.8 ~ 5 = 2+2+2 = 6

Usually the individual values are rounded but the last which takes up the
remaining portion to 100.

1.4+1.4+1.4 = 4.2 ~ 4 = 1+1+2 = 4 # rnd(4.2)-(1+1)=2
1.6+1.6+1.6 = 4.8 ~ 5 = 2+2+1 = 5 # rnd(4.8)-(2+2)=1
