Absent an assigned list style--lists receive a default defined in standard
template, and so affect unstyled lists of the whole document when direct
formating of default paragraph  with the "Bullets and Numbering..." dialog.

As noted, behavior is expected, reproducible and the norm. RTM for a better
grasp of handling styled lists.
