That's what Steve had in mind. You do not need the toolbar to change the
classification. TBs are suited for frequently used functions not one-shot
interactions. The alternative is a (sub-)menu Classification or a selection
under File > Properties > Security.

The same applies to Writer too but we have two function on the toolbar that
makes it less striking there.
