The action of "Continue previous numbering" is:

For the paragraph where the cursor is placed, assign the list id for the last
list that appears before this paragraph, regardless of whether that list is a
list style or a DF, and regardless of whether the paragraph already has an
assigned list style or not.

If the previous statement is correct, then the logic is very simple, but hard
to track in the UI unless Style Inspector is used. 

Bug 117233 comment 12 suggests using status bar. 

fwiw, the command has nothing to do with numbering per se.  A more accurate
label might be:  "Include in previous list"

(not advocating for this label -- just clarification for now - and before you
say "too long"): 

Include in previous list
Continue previous numbering

Already works that way in menu and context menu.

Works that way for first item in first list, but not for subsequent list items
(i.e., might not be too hard to disable).  
But note that it should be available for non-list paragraphs.
