In general, it's better to have one small topic per bug/enhancement ticket.

We have the option to hide scrollbars and discussed recently if this needs

This has been discussed a couple of times and was always rejected. But there is
a workaround, see bug 63986 comment 13.

Okay, would keep this at

You can do per tools > options > application color > application background

This could become part of the proposed LibreOffice theme. The theming would not
only affect the toolbar but also the document background. See bug 125217.

My take: Resolve this complex ticket as WFM. Most is working out of the box,
some pieces have been filed in other tickets. If you want the full screen mode
to be different from the normal mode and expect the setting being applied
automatically I'd advice to put it in a macro. Feel free to reopen/comment if
you disagree.
