Cannot follow. The Navigator has only disabled categories in a blank document,
you cannot create headings. Apparently you expect the feature, and I disagree
with the need. Don't see any reason to _create content_ in the Navigator. If
you talk about promoting/demoting- that's possible. The content just needs to
be a heading. => NAB

at.
