Duplicates bug 139838. Assume the opposite: you pick one of the border lines
and apply a color but want to change it immediately again. If you block this
because your use case is to select a color and apply it per click on any line,
this wont be possible. Plus, iterating through the states (on, keep, off - bug
107679 and more recently bug 139838) wouldn't be possible without applying a
color.

So my take => WF.
