So, are you in favor of removing the ability to insert listboxes? Those are
collapsing elements in normal view while other elements are collapsing in
outline view.
No, what I'm suggesting is a feature that's unrelated to outline view; it's not
intended for the same purpose; and there is no partition of what's collapsible
in outline view and outside of it. Just forget about outline view here - the
users who will see a document with some collapsible elements will not be
thinking about outline view, just like the users who see list-boxes.
I found an example for you guys in a W3C tutorial:

this is something you can do relatively simply in HTML documents. It would be
useful to support it in Writer documents intended for on-screen use.
