Tab and Shift+Tab do not change outline levels for PS in Chapter Numbering

I would like to modify this statement. Sometimes WFM. Sometimes not. Attached
is a "not" case, which arose from experimenting in using heading and Tab. Sorry
no STR.
But another reliable case of "not" is:
1. New document
2. Make a Heading 1 (or 2) PS and enter text.
3. Tab (at front of paragraph), no change in Level.
