Nothing to add from UX POV. Screenshot looks fine, would be just a simple, free
floating widget with a text input (close/remove per context menu). Could be
enhanced by the comment-per-author coloring scheme.

Doubt this feature is ODF conform and it wont be available cross-application.
Could be limited to LibreOffice with the drawback that dealing with different
applications probably clears the notes. What do you think, Michael, Regina?
