I believe the non-sidebar access to this setting is "Image" toolbar (enabled
when you select the image), "Transparency" widget/button (hidden in my case,
need to be explicitly enabled).
But I agree that there should be a way to access it from "Format - Image -
Properties..." menu or "Properties..." context menu (they both open the same
dialog) as well.
