There are two states, one if the shape is selected and the other when in edit
mode (double click or F2). The second provide access to character and paragraph
properties in both modules.

In Draw/Impress you can also change the alignment or the font color of the
entire shape text, for example, which is not possible in Writer. Why not allow
that per sidebar?

Draw/Impress and Writer serve different purposes and have not the same
workflow. Besides the technical limitations, manipulation of objects is a
primary task in Draw/Impress but only secondary in Writer.
