Issue is wrapped up in the English semantics' of locale vs. local

local as in proximity, locale as in place

Retaining the en-US base string "Locale setting:" provides clarity that the
field value -- either Default (Locale as reported by os/DE) or of some specific
Locale (i18n as per Unicode CLDR) -- is being set to control the UI.

Retaining "setting" in the label also adds clarity for the translation effort.

IMHO leave it alone.
