I think this is a misconception of master slides being comparable to templates,
which is not true. Similar request in bug 61894 "Not possible to create
additional text placeholder in master slide" was closed.

The content area is a place holder for any kind of content whether text or
picture and can be split per Layout into up to six fields. About Layout, we
have bug 112002 to "Make presentation layouts editable" and bug 78156
requesting "Custom Slide Layouts", for example.

If you mean to add master content in general, keep in mind that we are
restricted by the open document format. Changes have to work cross-platform and
-application. That's not necessarily a blocker for ODF enhancements but
actually I don't see need for this.
