More clearly now than when?

No, it would not be well, because they're not aspects of formatting. But it's
true that many items on the tools menu aren't document-specific. The thing is,
it's not just these three. We have:

* Macros
* Protect Document
* Update 
* Language

which are also per-document.

Doesn't fit there either.

It's at least less misleading than Styles or Formatting :-(

Suggest resolve as WONTFIX - although other suggestions about splitting up
Tools are at least worth listening to IMHO.
