I expect the paragraph-mark to appear at the place where the next character
would appear, if I were to type one at the end of the paragraph's existing
text.
I also expect, and independently of the other point, the paragraph-mark not to
overlap the paragraph's text (assuming further typing would not cause such
overlap).
Now, if typing at the end of the paragraph were to continue non-rotated for
some reason - or if you insisted that the p-mark logic must ignore rotation -
then at the very least it should be like Mike suggested.
