I support this enhancement. I have gone through this issue many times myself.

Even without ticking "Bulleted and numbered lists", you can still experience
this issue. For instance:

1) Create a blank Writer document
2) Enter a few lines of text
3) Select these lines and go to Format - Lists - Unordered list (or use the
Toggle unordered list command in the toolbar)
4) Notice that the list has received a generic formatting not associated with
any of the list styles (see it in the Styles sidebar under the List Styles
category)

IMO the "Unordered list" and "Ordered list" commands should be associated with
one of the default list styles.
