I disagree with the problem.

In case when there is such a need, it's better to use a dedicated page style
associated with such a paragraph style; and that page style would have whatever
you need like custom top margin or header. Having it customizable on paragraph
style looks wrong place, since that is rather page property, not paragraph
property to me.
