I don't understand "n x m" -- are you implying this feature is already
available? If so, I haven't found it...

We have lots of data which produces 5M to 12M+ rows by up to 90-100 columns.
Calc only allows 1M rows; so our data doesn't fit.

I'm proposing a way to re-arrange the same 1Billion cells into different
configurations so that we can use more of the available cells. Currently, we're
using up to 100 columns which means 90%+ of the available cells can't be used.

I should mention that my team uses filters extensively, so breaking up say 90
columns into multiple sheets (or multiple sets of columns on the same sheet)
doesn't help.

If this feature was available; we would likely leave Calc set to 16M rows by
128 columns.  I am proposing a more universal Calc. Even more universal would
also allow R/2x2C, R/4x4C, ...   :)

Even better, in a multi-sheet file, we could use:
sheet1:  8RxC/8 or 16RxC/16
sheet2:  RxC or another.
...

If the total file size was limited to max 1B cells; that would be adequate... 
It's the current fixed 1Mx1024 that restricts us.
