I recommend to start with a use case ("I want to achieve <Foo> by doing <Bar>.
And <Baz> hinders me because of <Qux>."). It's also very important to remember
the requirements (missing many features of the start center). And last but not
least it would be good to compare ideas with existing suggestions (see bug
125823 and in particular bug 125217 for personalization). In case of the
"Minimal Toolbar" I wonder what the difference is to the "Single Toolbar"
variant.
