You can move chapters up/down with the Navigator. But sections are not
consecutive and may belong to different topics. "Moving" it up/down would
rather be exchanging, and I don't see the use case here. Furthermore it should
be a more general solution, if done, and we also talk about tables, frames, and
other objects.
