Useable alternate text description for any object is necessary. Either force
folks to input it on entry, or ate least make it easy for folks conciously
preparing document for AT rendering like the PDF/UA filter export. 

@Oliver, isn't this a duplicate of bug 39558, compounded by work needed to
annotate objects of bug 101193
