@Heiko If LibreOffice is not an HTML editor, the proper response is to remove
its HTML editing capabilities, not to declare this issue "not a bug". An
accessible authoring tool is required to preserve accessibility features when
exporting to or saving in other formats where corresponding features are
available.
Each accessibility issue we ignore will increase the irrelevance of LibreOffice
on the European market in 2025, when the European Accessibility Act comes into
force. After 2025, LibreOffice will either (mostly) meet standard EN 301 549 or
be replaced by a different product (most likely Microsoft Office) in both
public administrations and companies in the European Union.
