The "Text Formatting" toolbar was hidden for bug 87676 to have only two
toolbars stacked. You can re-enable it via View > Toolbars, although your UI
will become jumping.
"Text Attribute" could be changed into "Textbox Attribute" to make clear it's
not about the font. However, other modules also change font via character
attributes.
The "mini toolbar" thing is discussed in bug 87040.
Putting all together the situation is not perfect but plenty of alternatives
exist. And like 'one for all fits none' the same applies for the opposite.
Let's resolve this one as WF but monitor the bug reports to see if more users
struggle.
