AFAIK LibreOffice Calc does not allow to change the font of column and row
headers. Their size is based on your OS settings.

Maybe this could be an enhancement request.

FTR, MS Excel desktop application also does not resize rows and column headers,
but Excel online does resize headers based on zoom level, which is handy for
a11y purposes.
