Note that, in case there's a decision to go with a change, it is absolutely bad
to make a global default in inches, which are used by minority of the
population of the world.

Either we get per-locale default, or we create a *metric* global default
(noting that even where inches are used as a primary unit, metric system is
also usable and standardized).
