Of course the View -> Toolbars -> Customize... is the same dialog launched with
Tools --> Customize... and has exactly that control logic.

Opening dialog on the last used tab would normally be preferred--when
"customizing the UI" one tends to do it sequentially--so opening to the same
dialog tab is functional.

But, can see some utility for logic added to the Customize... dialog launch
from the View --> Toolbars landing on the 'Toolbars' tab. Just that it doesn't
disrupt its behavior when launched from Tools.
