We discussed the topic in the design meeting.

The current implementation is straight-forward and keeps the cursor at its
place. But given the large number of complaints in see-also and duplicates it
seems user struggle to realize the behavior. Changing it and always placing the
cursor behind the modification if track changes is active is beneficial, at
last for migrating from Windows.
