The command has been change from Outline Numbering to Chapter Numbering for bug
107573 with some concerns, see bug 107573 comment 3.

The patch should not only change the UNO command label but also the various
UIs, a tip of the day, and some strings. The code contains a lot of comments
talking about "chapter numbering".
