This is already the case. The "Field" submenu is defined in a separate xml file
at sw/uiconfig/swriter/popupmenu/insertfield.xml, and from there pulled to both
the main menu and the toolbar by .uno:InsertFieldCtrl. Moreover,
.uno:InsertFieldCtrl is already present in Groupedbar Compact but under the
"References" menu, so Bug 142990 appears to be WFM (unless we want to move it
to the insert menu, which might be more familiar to some users).
