This ticket has not been through UXEval before, but now is a good time to
clarify the "expected" behavior here, because it has consequences for other
tickets such as bug 153560, bug 153710, and bug 93904, and possibly bug 153710.

After OP, start with comment 11 (and a correction in comment 12).  Also
relevant is bug 153560, comment 9 ff.
