We discussed the topic in the design meeting.

On the pro, such a feature could help people with a large number of shortcuts,
the hierarchy makes it easier to remember, and would be comprehensible as an
user-option. The cons are: hard to customize, feedback unclear, burden of
implementation and maintenance, restriction not so simple, eg. ctrl+s followed
by ctrl+o possible?

It would be great if it could be realized per extension. But should remain open
as a legitimate request.
