Seems an interesting idea. I'm not sure if this might annoy some users who are
used to this behavior, so let's hear from the UX team.

FTR you can achieve a result similar to what you want via: Tools - Macros -
Organize Macros - Basic, then select the macro and press "Edit". This dialog
will remembered the last chosen macro.

If you're using the tabbed UI, simply choose the Tools tab and click "Basic" in
the left.
