In my opinion, this is a "won't fix".
The "keep aspect ratio" option can be used to "lock" the width and height
values together when they are changed, and some users will want to have that
setting on _with an aspect ratio different from the original_.

The order matters, and it is not difficult to first turn the setting on, before
changing any value. (Or undo unwanted changes)

UX team, would you agree?
