Sounds good to me.

Too complicated, IMO. How about "Limit the outline level to this value".
Personally I like examples in documentations, kind of "If you want to exclude
all headings from the 3rd level set this value to 2"

If this is going to be an extended tooltip it would spawn over the whole screen
(we do not properly break lines).
