We discussed the topic in the design meeting.

While templates are an simple and versatile way to define local defaults, and
we should promote it further, users expect some important settings in the
options. The page size is limited by the printer, at least when it comes to
printing. But we could add some sane default values.

I wouldn't search at Language for the default page size. The measurement unit
is also module specific.
