MSO Excel has "Move and size with cells" active by default for charts and
shapes but "Move but don't size with cells" for raster graphics. Third option
is "Don't move or size with cells". Not so easy to compare... (or I miss the
anchor vs. 

Nevertheless the idea is worth to discuss. Undoubtedly it would be not
acceptable to anchor charts differently. But even in case of shapes or images I
believe it depends heavily on the use case what option is desired.

So rather than changing the default I can imagine to offer an option similar to
what has been done for Writer in bug 99646.
