The current implementation allows to put the notes pane anywhere - left area,
right area, top area or bottom area (default). You can also have it floating.

Having this in the sidebar doesn't make sense. It will be hidden most of the
time since you need the sidebar for the slide editing functions in Impress.
And you can't undock sidebar panels.
