The topic was on the agenda of the design meeting.
While there is no obvious standard that requests this layout (the example in
c17 is limited to number 3), some believe the aesthetics is reasonable. The
solution obviously causes a lot of effort since the paragraph attributes needs
to become enhanced by this "flexible indentation" flag.
