You cannot open a disabled tab (what you call pane, see
https://wiki.documentfoundation.org/Design/Guidelines/Sidebar for the
terminology). The point is that you deliberately disable a tab, eg.
Accessibility, to achieve something. And that's likely not to just disable but
hide.
