Work on bug 142121 bug 143733 and adjustments of position off the cell border
for bug 161234 / bug 161709 tweaked just the "selection overlay" which IIUC is
more of a focus highlight. 

Rather than a toggle to bring overlay back onto the cell border--the behavior
at 24.2--as the overlay is opaque it now will hide content in adjacent cells.
If transparent it would only partly obscure them.

Could the overlay line color be made transparent?
